Steve Radabaugh, Director - Enterprise IT Strategist, SAIC
Steve Radabaugh is an enterprise IT operations and service management executive with more than 20 years of experience leading large-scale transformation programs across some of America's largest public and private sector organizations. An ITIL4 Master, Steve specializes in Service Integration and Management (SIAM), multi-sourced operating models, experience level agreements (XLAs) and the modernization of complex IT service ecosystems. He currently serves as a Director and Enterprise IT Strategist at SAIC, where he has led advisory engagements for DoW and civilian agencies, designed modernization roadmaps, and developed the company's U-Centric Service Management Framework—a cross-program methodology for human-centered service delivery and integrated governance. Steve has also served as the Account Executive for one of the nation's largest statewide IT environments, overseeing more than 240 personnel across nine service towers in a fully multi-sourced model. Prior to SAIC, Steve held senior leadership roles including Senior Vice President of IT Operations & Integration at Bank of America, where he directed global Command Center transformation across APAC, AMRS, and EMEA. At the Virginia Information Technologies Agency (VITA), he led statewide technology services for 60,000 end users and executed a $2.3B infrastructure transition to a multi-sourced SIAM environment with zero service disruption. Steve is known for translating complex service integration challenges into practical, outcome-based solutions that improve reliability, strengthen accountability, and unlock agility by reducing dependence on any single vendor. He is a frequent advisor to executives navigating large-scale outsourcing, operating model redesign, and service modernization.
