Matthew Davis, Solutions Architect Director, SAIC
Matthew J. Davis is a seasoned technology executive and Solution Architect Director at SAIC, where he leads strategy, architecture, and delivery for enterprise IT managed services within the Solutions and Technology Group. With over 25 years of experience in IT, including 15+ years specializing in ITSM, ITIL, and Service Integration and Management (SIAM), Matt has built a career helping large-scale federal and state organizations modernize service delivery and improve governance.Throughout his career, Matt has established a proven track record of breaking through traditional IT silos to drive agility and accountability. He notably served in leadership roles one of the nation’s largest mulit-sourced SIAM model contracts, where he managed complex contractual relationships across multiple different companies to deliver seamless IT services to over 60,000 users. He established the Business Relationship Management team and then later, as the Chief Solutions Architect, he successfully implemented Agile and Lean methodologies across suppliers and customers, reducing the speed to deliver new enterprise services by over 300%.In addition to his work in service integration, Matt is a former Chief Information Officer for the Virginia Department of Elections. In that role, he led critical efforts to secure election infrastructure and electronically integrated voter registration transactions, significantly reducing paper-based processes. His recent focus involves leveraging enterprise-grade generative and agentic AI solutions to unlock automation and elevate the customer experience.Matt holds both a master’s and bachelor’s degrees from the University of Virginia. He holds numerous industry certifications, including ITIL 4, SAFe 6, CSM, and Azure AZ-900 and his work has earned recognition from institutions such as Harvard, Google, Microsoft, and the Pew Center on the States.
